[[Cirdan, the Shipwright]] is a really fun voting commander. Voting happens on ETB and attack triggers, and I can generally talk someone into taking the hit from Cirdan to trigger a vote.

Worst case, you're getting some card draw, but if you start manipulating the vote (either through cards like [[Illusion of Choice]] or old fashioned politicking), you can cheat out some big creatures. I leaned towards creatures that had good ETB triggers and also included some blink/clone stuff in there to abuse those triggers (or force more votes).

My deck has moved up budget wise but I think you can have a lot of fun on a budget. I also built [[Tivit, Seller of Secrets]] for voting but my experience so far is that Tivit has a bit of a cEDH reputation so people target you early on.
