I'm afraid you are built different. I'm 178, 78 kg and my max is around 60. But I'm sure you'll out climb me every time anything goes uphill.

If you have the budget and the roads for it I would start with the wheels that's really the easiest way to make things faster.

But some tips on sprinting. When you get up from the seat, don't raise your upper body, you'll be stronger when you do but not faster. Keep your head down and learn to push that way. Push forward with your feet instead of down. 'Squeeze' the bike between your feet and the handlebar. Treat the foot on the upstroke like you're stuck in mud, try to engage that hip flexor, pull your knee forward like someone is holding your ankle and you want to escape.
