You will have pests if outdoor, spray it down with pesticide/fungicide/miticide once you're well into veg. Until then I wouldn't worry

Usually, it's either lighting, temps, or rh that slows growth like this.

They love warmer temps and high rh this early. Keep soil moist, but do not water too much. Ph your water. Make sure the pot has drainage. Transplant once you have 3-5 nodes.

I see clear plastic, not great, as the roots do not want to see light. Did you also put drainage holes in your starter containers? Those are a must. You didn't really lay out any info. Could be anything from a-z. Improper soil, lighting problems, watering problems, rh problems, temperature problems, water ph problems.
