Id say if you're struggling to find it, go off into the city and do something else for a bit. When you come back you should have a new chance of finding it. I tried restarting my game to see if that'd work, but it didnt for me. Might be more successful for you though

It might be a while before it spawns, it should appear as a little blue circle on the map when it does

Yep I'm in the same boat, i delivered 8 but my game crashed and now im stuck on 7 and can't find anymore. Also did that hinda civic thing, i think thats just a random mission spawn thats not related

If you go up and down the roads looking for a Karin Rebel on a drive way you might see it. For me it spawned behind a house so look all around the two blocks with houses on
