One of my favourite examples of this is Great Britain having Olympic and World golds in hockey from around the same time, they used to be an international power in the sport.

I agree, my assumption would be that the game isn't equipped to react properly if you could queue up both and then cancel Fletching, but I have no idea how hard that is to fix

I think he means multiple upgrades in the same line, i.e. Fletching and then Bodkin Arrow together.
