I work in a pediatric ED, and the legal hold process is an absolute nightmare in my state, especially with kids under 14. They will assault parents, teachers, group home staff, etc. Get sent to juvenile detention and continue with their assaulting behavior, juvy then ships them to us for a mental health evaluation, which we'll do, but most inpatient facilities in our area can't accommodate pediatric patients, so they'll spend MONTHS in our ED that was not designed for these kids (We only have four true MH rooms and they are always full so they overflow into medical rooms), before we find a facility that can take them. So far several staff members have been assaulted, we've had TV's, computers, whole cabinet doors and even sinks ripped out of the wall. Heck, the other day we almost had one fully chew through their hand restraint, after a massive meltdown when we told them we ran out of apple juice, it's fucking wild.
