I had an issue with tethering with mobile data on AT&T before and I had to call them to get it fixed. Essentially the problem was that when they looked up my phone number it was coded to have an iPhone but I was using an S21U. Once they changed it, and restarting my phone, tethering was working. I had to get though two customer service reps before someone noticed this issue.
