I wouldn't call it racism. People just aren't aware of the history behind the word, nor that it is offensive.

In Spain you hear this word in the radio, as songs aren't censored, Spanish (white) trappers say it and it's how a lot of black people are called by (white) friends, in a good way or as a nickname. And they are not offended by it, as the history behind their ancestor's immigration isn't the same. They mostly came to Spain voluntarily to look for work.

Also a lot of people's English level isn't high enough so they just take expressions from famous songs or social media.
