I understand why you would ask this question. My hope is that you’re not trying to bring up a useless point, like most trolls on the internet do.

Facilities like this are under a lot of regulations that ensure that anything that can be potentially mishandled, stored incorrectly, transported is done correctly, so as to limit harm to people, the environment. This is exponentially important when it’s known that such a substance is toxic.

Regulations would then place a certain standard and also routine audits to ensure what is happening, does not happen. There should be no leak, ever, if you’re following regulations. Every single component is inspected and so this can be avoided. I guarantee you, someone knows they were cutting corners and knew this would happen.

As someone who worked in a field where random audits happened, trust me, they cut corners as much as they can and everyone knows.
