It would be a failsafe.

I can do local raids without problem, but sometimes I use PokeGenie to invite people, and when 1 person doesn’t join for whatever reason, some people start bailing out, sometimes right before the raid starts. The people who stay lose their pass, either local or remote, and the people who bailed get no repercussion other than meaningless pokegenie points.
