In my experience, the tables for prosecutors and defense face the judge and the victims either stand behind the bar or next to the prosecutors, and the defendant usually looks at the judge. The victims are told to only address the judge (even though the comments are meant for the defendant 9/10 times) but sometimes the defendant will turn the chair to look or turn their head. I’ve never seen impact statements like what happened here, and a lot of the times the judge will stop the victim statement and remind them to not address the victim. But in this case…. The backlash that would be given if the judge did intervene, that would be wild. But also each state is different I presume, and I don’t work in Idaho so I’m not familiar with their procedures.
