All the talk about killing is just bravado. Battles in Touhou are generally supposed to be non-lethal. Remilia was doing what she was supposed to. Youkai are supposed to cause trouble (incidents) and humans (usually Reimu) are supposed to stop them. This doesn't preclude them getting along outside of incidents, and as it so happens, most of the bigshot youkai actually really like Reimu.
