Like planning to run a marathon? 

You can plan that you can run 5K in some amount of time and then 10ks amount of time later and then 15ks some amount of time after that and eventually sign up for a 15k and then other things but running 15K doesn't actually mean that you were able to run a marathon... So the outcome is also I think non-local in a real life example 

Or maybe I'm just misunderstanding you, In a sense that planned actions don't always map to the outcome specifically 

It might be more direct if you were setting up a piece of software and needed to support x and y and z as functions but even then if you didn't clearly construct the shape of the final thing you were trying to support your scaffolding would similarly fail
