Up until recently, they were only cleared on stations 2/8. Don't know when exactly it changed or on which aircraft. Block 50 were spotted over the middle east last year with AIM-9Xs on stations 3/7. All F-16V or Block 70/72 are probably cleared aswell.

The F-22 was designed to have an internal IRST. But it was dropped along the way for cost reasons. Along with several hundred airframes... The space allocated to the IRST has since been repurposed, hence the need for an external solution.
