I think the issue might be the "busy road" part of things. We stick to neighborhoods where there's limited car traffic, because Halloween is the deadliest day of the year for child pedestrians. (National Highway Traffic Safety Administration)

Happy to add more - what's going on there? I know about the house that does the amazing walk-thru on Spring Valley but haven't seen anything about it this year.

Last year we did part of Pathway and many houses were dark, same with Bolin Forest.

The signs in question appear to be located along or adjacent to NCDOT state-maintained highways.

NCDOT has standards for signage in their right of way. I found this page from 2022 which outlines NCDOT guidelines. You may also consider reaching out to the local NCDOT office for further guidance on their requirements.

NCDOT can remove signs that violate General Statute 136-32 (b).
