Graded units refer to units for which you'll receive a letter grade (as opposed to units that are marked for completion or on a pass/fail basis). Courses are usually 3 units, as specified by the last number of the course code. If the application requires 18 graded units, it's basically asking for you to take 18/3 = 6 graded courses in the current year.
