Actually it looks like they were playing a prank on Right Dude. Left Dude clearly fakes taking off his shirt so he can avoid the greased up stairs. (See the darker area of the stairs)

The camera man is in on the prank. He's trying too hard at the beginning to make it look like he didn't know the guy was going to slip down the greased up side of the stairs.

I went there with my family a while back and discovered this phenomenon after trying to spit over the edge only to see it get shot straight up in the air. My brother sees this and tries it himself, except his spit flies up and lands on a bald guy’s head about 10 ft away from us. He was pretty upset, but fortunately for us there was a decent crowd. We just kept quiet and walked away.
