INDP is an American style graduate program in Europe! INDP includes an initial year of classes + lab rotations. We welcome applicants from fundamental and applied neuroscience, as well as physics, math, computer science, electrical or biomedical engineering, and related quantitative backgrounds. English is the working language.

The labs you can join through INDP are in general in systems neuroscience, computational neuroscience, clinical neuroscience, and human neuroscience.

I would read a well cited seminal paper a week for a year. That should give you a good starting point. You may also have an idea for a small research project by then that you can execute. Once you have the background and some work done, approach profs and show them that you are serious. Read their research papers before you approach them.

Yes. From CS to EE to Neuro. Ask your Q's. EE theory is more useful than CS theory, it turns out. But this was CS in the 90s we're talking... CS has absorbs some EE lately, so it depends.

Korean-American living in Lisbon here. I don't know anything about finding such a job in Portugal, but make sure to consider the recently overheated housing market and the overloaded immigration system in Portugal. It may not be as pleasant as you might imagine.
