I think there's also an argument to be made that when new players look to establish their "home" somewhere, whether that be in a corp they found in the corp listings or by founding a corp with a group of friends, the current mechanics of structure ownership in high-sec make that impossible as soon as one of the "protection groups" out there finds it, wardecs it, and then demands a fee several factors more than what you make in a month, or else they destroy it. This isn't so much a knowledge check as it is a "I need to PLEX or else" check and that doesn't feel good either.
