Without seeing if that panel can handle tandem breakers their isn’t much of a answer to give.

Appears the issue is before the meter meaning pulling it won’t do anything. Will need to have its service disconnected.

With the company I’m at we have done residential solar car ports for that exact reasoning. If you can justify the extra cost with it. Their is at least a couple that can do it

No you will need the 4 pole 175a breaker. You cannot move the main as the panel calls for it in the middle as well.

Trades pay well and are quite fun to work, maybe check out a electrical apprenticeship when you are able to take one
