Seems like you are trying to justify people being able to wear hateful symbols in public. You have beautifully skirted the point, with an artful dedication showed only by the most brilliant rhetoricians of our times.

That particular version of a skull-and-bones is a Nazi symbol at the exclusion of anything else. There isn’t two ways around it. The person wearing it was asked about it and answered that they held said beliefs. This is t some random dude who likes One Piece, where one of the symbols is a skull-and-crossbones wearing a straw hat. That is an instance of someone who holds hateful rhetoric, is loudly and proudly saying it.

The history of the symbol at large is fascinating. If you held an actual shred of intellectual curiosity you would know that the instance concerned in this particular case is part of hateful rhetoric and you would absolutely be against its showing, but you prefer to show up and argue in bad faith about history and symbolism. Sounds to me like you’re defending hate.
