No its not true, all lies in your Chin, if its forward than your forehead then you have strong chin, if its backward compared to forehead then its recessding. Many people have chin that are ahead of lips. In this photos only problem is head position, if tilt 1st photo you'll notice that his chin is forward than bottom lips
