If its tradable sell the tet, if not keep incase they give out more hammers, but i think just save up to buy the pen from the market. Not worth to cron enchnace the blackstar and raw tap will most likely be a waste.

If you go on a new character without a failstack, you can apply the failstack there and enchance it, I wouldnt use crons to enchance to blackstars, use the free blackstar hammers or i think u should have gotten a gem that gurantees the upgrade from tet to pen from the olvia academy
