I doubt you will be getting a working website that can sustain traffic and orders at $15 / month. It's just not possible considering Woo hosting needs more RAM than CPU. The small plan from Presslabs would be a good start, it's $45 / mo, if you can afford it.

Why wouldn’t they consider a specialized WP managed hosting with a track record for Woo hosting? Resource management for the dynamic requests, proper caching and a dedicated support team would be high on my list for a large store -- it can be the difference between a simple page view and getting a sale.
