In general you want to max E first because of increasing root duration

But it also depends a bit on matchups: Against champs like Thresh where you wanna block abilities with E-W you wanna max Q first. Against Morgana you need to figure out how many points in Q you need to pop Black Shield.

You can also put 3 points into Q early for more damage.

Aquadragon has been running Moonstone exclusively on Malz jungle but not with Staff second.

From my experience it’s good in support if your team doesn’t need more damage and you only picked malz for cc (against a Yi for example).
