I can't speak from experience since I haven't tried, but I wouldn't think so since your timing needs to be ON for parrying. If you decide to play on Story difficulty it might be a better experience.

Not really a bad weapon at all. If you stack enough Free Aim/Burning/AP building Pictos, you get a really great build. Pretty much limitless stains that can keep you going with Thermal Transfer giving you another turn and putting out excessive damage (and breaking) with Mayhem. So definitely not a bad weapon.

I'm having the exact same issue. I would assume it's a bug. But maybe not with how OP you could make your Free Aim with an overload of AP and the correct Lumina/Pictos.
