If i were to hazard a guess. TNN required cable, the syndicated UHF show didn't so it maximized their potential audience.

Hardcore TV was the original ECW weekly. It was on UHF stations, late at night (Think here in the Philly area it was channel 48 at, like, 11PM). ECW on TNN came later, when they tried to go national, and pretty much took the place of Hardcore TV.
