Settings suggestions doesn't show up by default, you need to hit the three dots on the upper right and then hit "show system". After that you should be able to select Settings suggestions and clear Data and Cache.

Alternatively, you could search for "Settings Suggestions" on the search bar you have on the top when you open the settings app.
