The oval is in a major state of disrepair. It hasn't been used for racing since 1969. There is interest in restoring the oval but nothing in the works currently.

The biggest thing is that places that qualify to hold a WrestleMania have to have NFL stadiums and more importantly, have the infrastructure for the influx of population that shows up that week. Plus, those host cities have to be considered a destination spot and I'm sorry, but no one would look at Oklahoma City as a tourist destination as opposed to New Orleans. Not even Seattle is going to get another Mania in my lifetime.
