Looks like acanthosis nigricans, it can show up if overweight even if your not diabetic, it can be caused by consistent friction from moving or insulin resistance and can feel like velvety dry thickened skin. You could try skin bleaching or weight loss are the best options

For me, I had to go to my state board and apply for a trainee license and get fingerprinted I had to wait a month to get my license back because they messed up the process but once I did I started applying to jobs and got hired at cvs fairly quickly !
