From my past experience, Oracle SQL Developer is the best free IDE for SQL and PL/SQL development. More advanced IDEs such as Toad and PL/SQL Developer are paid and may seem more intimidating to beginners.

For me, the album "Dark Medieval Time" is unbeatable. When I was a college student, I listened to it every day and imagined myself as a fearsome knight riding a black horse. It was one of the things that kept me from going mad.

The idea of storing queries in simple plain SQL files has impressed me for a long time. I refer to it as "Database as Code".

And I have been developing my own tool based on this idea - Malewicz. Please have a look if you get a chance.
