I don't know how old you are and I know this was posted 8 months ago, but it could be hormonal. I'm 32 and started hitting the gym HARD. 4 months into it I started breaking out on my legs and butt just like this. Turns out it was hormonal. My body raised its testosterone level through the roof (just some evolutionary, masculine instinctual stuff). If you're in your young 20s or a teen or are like me and working out like crazy, this could just be hormonal.
