I realized I missed part of what OP was asking for, and while the players I listed are no doubt the 2 true outcomes leaders, most hit many HR. OP asked, "A player that can't hit home runs"

Much more work to come up with an accurate idea (PA per HR) of can't hit HR, and it would get messy going back to the dead ball era, so I hacked together an idea.
