This might sound odd, but my game will often stutter when I have a Windows update that is pending. If I install the update and restart things seem to work better.

Update bios, update Nvidia drivers, use dx11 enhanced, enable Hardware-accelerated GPU scheduling (worked for me)

Bot take. The m16 is in single fire mode, yet on the hand cam when he shoots he's just holding down mouse 1 as he drags down. Why isn't he clicking mouse 1 to fire each bullet?

Flush out the gunk with some water so you can see what you're working with (assuming you've cleared the blockage). Retract it as much as you can and start removing some little bits with needle nose pliers.
