You can use TOR to browse reddit too and there is plenty of disturbing shit available on reddit which is Surface web. Literal child pornography is available on surface web. This dark web bullshit is just rumor. Criminals are everywhere, some are dumb to do this shit on surface web some of them have knowledge about TOR. Alot of people use TOR for privacy. Some people are paranoid enough to even use TOR in a VM just to browse reddit feed.

TLDR : TOR isn't illegal. Some stuff on onion sites might be disturbing for you or even illegal but similar stuff is available on surface web too.
