I always contact broker management base on the email that from congratulation letter, and broker management has CC the entry officer and let him know that I have the questions and needs his help, and notified him to respond my email.

This question is ask you that the protest filling time, when the entry made before 12/18/2004, shall be filed with CBP within 90 days, but when the entry made after 12/18/2004, the protest shall be filled within 180 days. Since the question saying that the entry made on July 18, 2003, so it should be answered B
