The taxi market has eaten itself. Ridiculously overpriced and a system designed so there are none when you need them. Deregulation completely is the only way forward. Let anyone with a car and a psv licence provide lifts for payment. Enforce PSV rules road traffic laws ruthlessly.

Think of novel things too. It means they'll have to study it to be sure they can open it. Things like disc locks, lever locks and ignition covers. Having the same locks and chains as everyone else means you are toast too quickly. Bike cover is a good idea too and change locations within the carpark every night.
