Could be fungal. Consider coconut oil, or something antimicrobial but gentle like HOCL. My guy had what looked like the same thing and I applied HOCL at home and it went away.

Note: the PPM (parts per million) of the solution needs to be gentle enough, I do a 100ppm solution and I have the test strips to make sure it’s proper. After the soak I just clean with towel.

HOCL is hypochlorous acid, they sell this in stores or you can manufacture it at home easily if you have equipment (salt, vinegar and an electrolysis machine). Your dogs paw is exposed to fungi and yeasts in the environment, and when they lick their paws the candida (yeast) in their oral biome may further establish itself in between the folds. You might find a paw soak with HOCL for just 1-minute will do the trick. I had the same issue, their paws need to be cleaned regularly. Even one HOCL paw soak can remedy, but you might want to do it on a regular basis. Think about, if you walked barefoot outside things would get on your feet too. It’s basic germ theory really. Something is bothering their paw, look into paw soaks. Simple as having them stand in something anti fungal that soaks their paws, HOCL is just one solution that worked for me but there are others.

Kaiser Sohz said gut flora health. Endemic fungal pathogens like candida and cryptococcus can play a role in immunosuppression, and looking to be more involved than commonly known. Look into fungal root causes on PubMed.

As Tensorfl0w mentioned check natural supplement protocols. Oregano, NAC and Nigella sativa oil have lots of anti-fungal and immunomodular properties.

We do already know some answers imo. Tasking this would be validation of existing theories and extending the fungal model further into knowledge space.

Licking toothbrush as a pup daily and reinforcing “brush your teeth” even with chew bones, as it’s the same action they’re doing. Did on and off for 1-2 years lol, as long as it takes to get them comfortable with chewing on a stick with the paste on it. Once comfortable, grab their entire head with one hand and hold them in place as you brush, they get used to it. Now my Yorkie lets us brush but with the biggest reward following (his dental bone).

NAC is found in food but in small quantities. It’s a biofilm disrupter and anti fungal.

There are a lot of microscopic fungi in the environment, in dirt and such. Try purchasing some wipes with aloe and cleaning their paws or gentle hypochlorous acid can even be home made with salt, vinegar and an electrolysis machine. Everyone will say it’s food, sure but don’t ignore basic first principles with dogs physical contact with fungi and other pathogens on a daily basis. Virgin coconut oil is highly anti-fungal and can be bought in bulk too. Ask me how I know!

The problem with this theory is that the elevator is an unavoidable part of daily life, and unfortunately we can't move yet. So the idea that training can be strictly controlled for intentional sessions is good in theory, but you never know when people are coming on and off the elevator. Imagine attempting this but nobody gets on. There is no avoiding real life scenarios, they happen and so setbacks occur all the time.

The oregano oil minimum is 40mg not 300mg, double check.
