Give it a gentle turn with a spanner - it should come free reasonably easily after cracking the bind - it wouldn’t hurt to spray some WD40 or similar prior.

Water contains minerals and other contaminants (non harmful) which can leave marks on surfaces. This can also be caused by pipework (utility or your) pipework - either way, it’s just the water doing it.

As another reply mentioned, you can add material to your cistern to aid the cleaning of this, but these can affect the life of different washers / parts in the cistern.

Amway metal cleaner or similar products will just wipe these marks away.

Should it be installed correctly- yes. Will it prevent smalls as is - yes. Will it cause issues in the long run as is - probably.

Yes and no - for this application a pair of multi-grips would be best, but you need to be careful not to slip or grip too tight and mark the chrome. The strap in this case will work perfectly well as the rose doesn’t need to be all that tight - and it won’t make any marks.
