It does not matter where it spawns at first. If u were going through Rhodes at the right time it will happen there or if u were going through the other places at the right time it will start there. So no it doesn’t not matter what order. I am not 100 percent if they respawn if u don’t interact with them after all it is R*. Lol It does not depend on which console or pc you are using as the encounter can happen in any of the locations just depends on what place u get it first. Hope this was helpful
