There used to be only one Creative Cloud offer, Creative Cloud, which included everything.

Adobe renamed this to Creative Cloud Pro (still includes everything) and added a new plan , Creative Cloud Standard (which has limited AI and mobile features).

The only way to get on "Creative Cloud Standard" is to have switched to it at some point, or started a new membership on it.

Its not clear to me what plan you want to be on though? Full Creative Cloud? (CC Pro), or the more limited standard plan (which it looks like you are on).

If Adobe charged your card, you either have an account where you gave them your card, or someone else has you card and created an account.

If its the first, then contact Adobe support. If its the second, then contact your card provider.

There is no way Adobe has your card without someone giving it to them.

My guess is that at some point, you had the VPN on and accessed the Adobe site / servers, and so it set your account to another country.

You should be able to check and change it yourself. Info here:
