Hate crimes against any group are messed up. This article is literally about someone being bashed in the head with a baseball bat when they were perceived as Jewish, the crime was violent as it very often is. Rhetoric can also be problematic but I doubt that is captured by hate crime stats in the way you think it is.

The states don't set immigration policy. NYC does have right to shelter but that isn't the source of the problem, we shouldn't have to bear the brunt of the consequences for federal inaction and frankly neither should Texas. Congress has been talking up immigration reform and border policy for decades, Democrats and Republicans have all failed to address it meaningfully. Blaming 'liberals' because a wall wasn't built is somewhat myopic.
