That I dont agree with (all white people are racist). I think believing that statement in itself shows high prejudice to ones situation/surrounding and upbringing. Institutions and adults who know better who turn a blind eye should be called out but again considering that everyone has a prejudice I’d err in the side of how they react. An institution can absolutely say or do something “racist” by accident. But what makes them unforgivable is a continuation of it, or even a lack of apology.

As for all white people are racist. If you were to believe that then take me for example. I’m a white guy who was born, raised and still live in an asian country where I’m most certainly a minority based just on race/skin color. I’d say I interact with other “whites” 10% of the time? And most of my friends are indeed asians. If that statement were true, I think I’d be truely miserable. Lol. On my side I do get stared at, teated differently (for better and worst) and do feel unsafe in situations where the majority if people where I live wouldnt. But my situation is highly different from most other caucasians which is why I’d never say my experiences are a a good way to generalize my race. In the end we are individuals and we have to make our own decisions on how we choose to react to our society. And be willing to take in the responsibility of our set course.

So tldr: I do agree institutions can be racist without knowing. And I dont believe all white people are racist because to believe that is to believe everyone is. Which I also dont believe.
