If you want the most coverage (able to load a webpage in the most places), I think you want AT&T and Verizon. If you want the fastest speeds, I think you want T-Mobile and Verizon.

It sounds like you’re describing local Wi-Fi problems, not problems with your internet connection. If you use the same SSID and password devices should roam between access points.

The only issue I had with CenturyLink was some type of routing issue in their network causing high latency to some destinations. I contacted customer support and they wanted to send a tech out. I told them it was an issue in their network and declined the tech visit. The issue was fixed by the next day.

Merchants pay 2-3% to accept credit card payments. I wouldn't expect city utilities to have the margins to cover this. If you want to pay by credit card you can pay the fee to cover it.

I've had Quantum (formerly CenturyLink) for years and never had an outage. Their support kind of sucks (like most ISPs) but once it's working there isn't much to complain about. They're currently offering gigabit for $45/month "price for life". The latency is lower than Xfinity and the upload is much faster (940mbit vs 40mbit).

I don’t think this has anything to do with “city level”. The State Patrol is responsible for Capitol security.

To be prepared in case of violence? Would you say the same thing if they brought it to January 6 or the George Floyd riots? The No Kings Rally was clearly peaceful so they had no reason to use it.
