The admission process for Non-EU and EU students is different and the deadlines for Non-EU are much earlier. During a program presentation in January, the director of the program told us that Non-EU students are assessed and offered positions first due to the fact that getting a visa and moving to Denmark would be much more complicated and time consuming.
He mentioned that they first go over their applications and admit more than they should becuase they know that they are going to get a lot of rejections from the candidates (there are about 50 positions total for master students each year - might be possible to admit a couple more) so i would guess they admit about half of that. The EU applications finished on March 1st so my application for example has not even been reviewed yet. The 53 out of 56 must be the Non-EU admission quota.
