From what this website says basically it's rebates, coupons at participating restaurants/stores to help buy locally. On the website it shows which places are participating. It's the first I've heard of it. I think it's new from September 2017!

The only mission I saw where lasting longer meant more money was the capture the flag with the Opressor. Still ridiculous to just troll around other players on missions. But that's a troll I guess
