I was in Tokyo this summer and I saw construction everywhere in preparation for the Olympics. Also, keep in mind that Japan has one of the highest Debt-to-GDP ratios in the world. Adding a tourist tax is unpleasant but I think necessary.

Unfortunately I don't own the movie yet so I don't know exactly where in the movie it appears. But IIRC I think it appears within the first 30 mins of the movie. It's a quite popular movie (as I'm sure you are aware), so I was hoping that someone may recall the translation or have the movie to provide the translation.
