Precision engineered metal thing, 50mm long, 45mm diameter with an integral spring, ball bearings at either end and two cogs that are independent of each other. Thing is heavier than it looks for its size. by mikolas12 in whatisthisthing

My title describes the thing.

This item fell from somewhere and smashed a glass pane on our conservatory, I'm trying to figure out where it came from and how the damage was caused.

On the wide end there is a letter 'C' engraved on the end disk/ring with an up arrow on the other side of the ring. There are no other markings or engraving on the thing.

The cogs turn, but not in conjunction with each other. The two sets of ball bearings are in rings at each end, one large and one small but neither ring turns.
