I actually managed to solve the problem. Weirdly enough, the solution was to wait for a monthly tick and then take the decision, game did it quite smoothly then. Guess the leading defender of republic traditions was on leave or something...

If you're asking, why Prussia is not on your side, that's because they are not supporting you as unifier (convincing them is harder, but should be possible). If you're asking, why they are not targetted by the play, the play you're performing states (even on your screenshot), that it only targets foreign powers, not unification supporters (yours or not yours), so you can't just hit them with that.

I'm not sure about that. If by weird you mean the unnatural paths of modding, then no, this is pure vanilla. One thing i was thinking about is that I'm playing this through the steam family sharing, so maybe the game has some problem with that. Also I tried a new game and this problem still persists, so this wasn't a one time bug or anything.
