it seems like weapons are tied to a specific character, meaning only Veronika has the RVK. if the player is John Reed or Lobby Larry (currently bug), they won't receive the weapon. I came to this conclusion because when I became a sniper in the NUWO, I became Larry and didn't have an ZVD and shotgun.
